Indicator Phrasing

English: % of proposals where local partners were involved in the design phase.

French: % de propositions dans lesquelles les partenaires locaux ont été impliqués dans la phase de conception.

What is its purpose?

Measure the relative number of proposals in which local partners have participated during the design of the intervention. The indicator value must be reported in the Quarterly Country Report.

How to Collect and Analyse the Required Data

  1. Count: total number of completed project proposals submitted during the calender year (e.g. in Q1, you include all proposals submitted in Q1. In Q3 you include all proposals submitted in Q1, Q2 and Q3).
  2. In how many of the above proposals local partners have been involved?
  3. Calculate indicator value: [number of proposals in which local partners have been involved] / [total number of project proposals submitted] * 100%

Disaggregate by

  • Local partners

Important Comments

  • Definitions: ZOA’s local partners: these are all actors that ZOA has a contractual agreement with and that receive a share of the available funding to deliver (humanitarian) assistance.
  • Finalized proposals mean all proposals that were developed and submitted.
  • Criteria: the involvement of local partners means having a voice in the proposal design and development (e.g. budget allocation). The general needs assessments or programmatic discussions unrelated to a specific project proposal are not included under this criteria.
