What is its purpose?

Basic services refer to the strategies that are being used for meeting basic needs in household food security and water supplies, sanitation, health care and education. Specifications on these concepts need to be filled out in local context.

How to Collect and Analyse the Required Data

Prepare: develop a survey based on local context. Beneficiaries are generally asked:

  1. How much money they have spent on food and water for household consumption during the past two weeks.
  2. How much money they have spent on health care and education, such as school fees and school materials, during the past three months.

More questons can be developed based on context.

Data gathering should be done using a contextualized survey.

Calculate the changed cash spending by:

  1. calculate the average spending of cash on basic services during period 1;
  2. calculate the average spending of cash on basic services during period 2;
  3. calculate the % change
  4. Example: in the baseline survey cash spending on basic services appears to be 10 euros. The target would be for people to spend 15 euros on basic services. Then indicator value is then 50%.

Disaggregate by

disaggregated by male and female headed households.

Important Comments

  • Note that this indicator always needs to be measured during the same period of the year. 
  • In case of high inflation rates, this needs to be taken into account during the interpretation of results.
  • Also, note that any specifications on what is understood under the broader terms of basic services, can be defined in the in-country context.
