Indicator Phrasing

English: Number, % and type of conflicts that are addressed and resolved by community structures (e.g. peace committees) and formal justice and security actors

French: Nombre, % et type de conflits abordés et résolus par les structures communautaires (par exemple les comités de paix) et les acteurs formels de la justice et de la sécurité

What is its purpose?

This indicator aims to measure the work of the peace committees or formal justice providers (e.g. formal courts). How relevant and effective are these actors in conflict resolution, and for which type of conflicts?

How to Collect and Analyse the Required Data

Depending on the project the indicator will focus on conflict handling by a specific actor (e.g. peace committee, formal court).

The data need to be collected with this actor, e.g. through a conflict register of the peace committee, or records of the court.

Addressed conflicts: all conflicts that are being brougt to the actor for conflict resolution. It can be addressed by referring to another institution (if the type of conflict is not within its mandate), it can be resolved by the actor, or it can still be pending/no resolution found (e.g. when 1 party in the conflict does not agree to conflict mediation by the peace committee or does not accept the mediation result).

% of addressed conflicts that are resolved: number of conflict resolved divided by total number of conflicts addressed.

Type of conflicts: different categories of conflict need to be defined depending on the context e.g. land conflicts, family conflicts, farmer- pastoralists conflicts etc.

Disaggregate by

Different actors (informal/formal justice provider)

Important Comments

This indicator does not measure the satisfaction of the people involved in the conflict about the conflict resolution or the sustainability.

This needs to be done through a different indicator/question.
