What is its purpose?

This indicator aims to measure the trust of the population in these formal/informal institutions.

How to Collect and Analyse the Required Data

Ths indicator needs a quantitative individual questionnaire. The question can be formulated as follows:

-  To what extent do you trust the peace committee (or the police, court etc.)? answering options: not at all -  limited - moderate - very much

 

Alternative way to measure can be through statements:

- would you go to the peace committee (or police/court etc) if you have a conflict  with another person? answering options: yes - may be - no

You could make this statement more specific by mentioning specific type of conflicts, involving specific other parties, depending on the context.

Disaggregate by

- sex

-age

- ethnic/religious group (depend on context/project)

Important Comments

This indicator measures trust, but trust is based on different aspects: their legitimacy, capacity/power to act, accessibility etc.

You might decide to ask questions about these different elements of trust.
