To measure equal access to justice for all.

This is the SDG indicator 16.3.3.

Data can be collected through a survey with the following example survey questions. (Q = question; R = response option)

Q1: Were you involved in a dispute in the past two years? 

R1: Yes / No.          If yes, continue to the next question.

Q2: Did you address your dispute to a dispute resolution mechanism? [can probe that this can be formal or informal]

R2: Yes / No.         [If yes, continue to question Q3. If no, go to question Q5.]

Q3a: Did you address your dispute to a formal or informal dispute resolution mechanism? 

R3a: Formal / Informal

Q3b: Specify which dispute resolution mechanism.

Q4: Why did you address your dispute to this particular dispute resolution mechanism?

R4: It is in the vicinity / Trust in the mechanism / Affordable / The other party in the dispute's preference / Appreciation of the dispute resolution approach / Fair (no corruption or discrimination) / Other: specify                      [Multiple options are possible]

This indicator measure the access to justice (only), focusing on people addressing their conflicts to a dispute resolution mechanism. It is strongly encouraged to combine this indicator with an indicator that measures the satisfaction of the dispute resolution by such a mechanism and an indicator that measure the resolution rate. You can for example use the following indicators for that: 

• Satisfaction with dispute resolution
• Conflicts addressed and resolved
