What is its purpose?

To measure equal access to justice for all.

How to Collect and Analyse the Required Data

This is the SDG indicator 16.3.3.

 

Data can be collected through a survey with the following example survey questions. (Q = question; R = response option)

Q1: Were you involved in a dispute in the past two years? 

R1: Yes / No.          If yes, continue to the next question.

 

Q2: Did you address your dispute to a dispute resolution mechanism? [can probe that this can be formal or informal]

R2: Yes / No.         [If yes, continue to question Q3. If no, go to question Q5.]

 

Q3aDid you address your dispute to a formal or informal dispute resolution mechanism? 

R3a: Formal / Informal

 

Q3b: Specify which dispute resolution mechanism.

 

Q4: Why did you address your dispute to this particular dispute resolution mechanism?

Important Comments

This indicator measure the access to justice (only), focusing on people addressing their conflicts to a dispute resolution mechanism. It is strongly encouraged to combine this indicator with an indicator that measures the satisfaction of the dispute resolution by such a mechanism and an indicator that measure the resolution rate. You can for example use the following indicators for that:
